NICDC–MoT Push PPP Model For PM MITRA Parks

The National Industrial Corridor Development Corporation (NICDC), in association with the Ministry of Textiles (MoT), held a stakeholder consultation with prospective master developers to explore collaboration opportunities under the Public–Private Partnership (PPP) model for the development of PM Mega Integrated Textile Region and Apparel (PM MITRA) parks.

Conducted under the Design, Build, Finance, Operate and Transfer (DBFOT) framework, the consultation is part of an ongoing market-sounding exercise aimed at creating a robust, market-aligned implementation structure for the timely development of these large-scale textile parks.

The consultation focused on three greenfield PM MITRA parks proposed under the PPP/DBFOT model at Lucknow in Uttar Pradesh, Kalaburagi in Karnataka and Navsari in Gujarat, each spread over more than 1,000 acres. The sites offer strong multimodal connectivity, with access to national highways, ports, rail networks and airports, positioning them as strategically located hubs for integrated textile manufacturing.

Addressing the stakeholders, Textile Secretary Neelam Shami Rao encouraged active industry participation in shaping a collaborative framework for the successful execution of PM MITRA parks.

Additional Secretary Rohit Kansal highlighted the transformational intent of the scheme, noting that PM MITRA parks are envisioned as large, integrated textile ecosystems with end-to-end value-chain integration. He added that detailed project reports (DPRs) worth approximately Rs 5,567 crore have already been finalised across the three states being developed under the PPP route.

NICDC CEO and Managing Director Rajat Kumar Saini emphasised the scheme’s 5F vision Farm to Fibre, Fibre to Factory, Factory to Fashion and Fashion to Foreign, which has generated strong investor interest. He said that investment intent exceeding Rs 20,054 crore has already been recorded across the three states, driven largely by the composite textile segment. He also outlined the government’s focus on providing globally competitive infrastructure, including plug-and-play industrial facilities, testing laboratories, single-window clearances, integrated logistics, social infrastructure and reliable grid-connected clean power.

The consultation saw wide participation from domestic and international master developers and industry stakeholders, with discussions centred on utilities planning, common infrastructure such as CETP and ZLD systems, modular plot development and the creation of an ecosystem that supports both MSMEs and large anchor units.

Officials noted that the feedback received would help identify gaps, refine the master developer model, strengthen project structuring and bankability, and align PM MITRA parks with global best practices.

Overall, the consultation reflected strong stakeholder confidence in the PM MITRA scheme. Participants expressed optimism about its design and execution strategy and the constructive inputs received are expected to further refine the framework and accelerate the successful development and operationalisation of PM MITRA parks as globally benchmarked textile manufacturing hubs.
