DGFT Removes Pre-Shipment TC Requirement For Organic Textile Exports

The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has issued Policy Circular for removing the requirement for exporters to submit a Transaction Certificate (TC) at the time of shipment.
The clarification, addressed to all regional DGFT authorities, customs commissionerates, and industry stakeholders, follows earlier communication (Policy Circular dated July 15, 2025) that stated organic textiles do not fall under the accreditation categories of India’s National Programme for Organic Production (NPOP). Hence, a TC from a NAB-accredited body under NPOP was deemed unnecessary.
Industry bodies like AEPC and TEXPROCIL have since confirmed that organic textile exports are already certified under globally accepted systems such as the Global Organic Textile Standard (GOTS) and Textile Exchange. Under these frameworks, TCs are issued post-shipment based on final documentation including the Shipping Bill, Bill of Lading, and Final Invoice.
Acknowledging this, DGFT has now deleted Para 4 of its earlier circular, thereby officially removing the requirement to furnish a TC during the export process. This is expected to simplify documentation, reduce delays, and align Indian export practices with international norms.
The move comes as a relief to exporters and is expected to boost India’s competitiveness in the global organic textile market.
