Centre Withdraws QCO For Viscose Staple Fibre

The Central Government has rescinded the Quality Control Order (QCO) requirement for Viscose Staple Fibre (VSF) with immediate effect. The decision, taken after consultations with the Bureau of Indian Standards (BIS) and key industry stakeholders, aims to ease raw material availability and address long-standing concerns around supply constraints and elevated costs.
The withdrawal of the QCO is expected to provide immediate relief to textile manufacturers, exporters and MSMEs by ensuring uninterrupted access to quality VSF, an essential raw material for several value-added textile applications.
This policy shift comes at a pivotal moment as India advances its Vision 2030 goals, expanding domestic consumption, achieving US$ 100 billion in textile and apparel exports and growing the sector to a US$ 350 billion market. Removing the QCO on VSF is anticipated to enhance global competitiveness, lower operational pressures and support industry-led growth.
The Ministry confirmed its commitment to evidence-based policymaking and continuous stakeholder engagement to sustain momentum in manufacturing, exports and job creation, further strengthening India’s position as an emerging global textile hub.
