Industry Flags Key Gaps As UP Showcases Textile Growth Vision

In a high-level stakeholder consultation involving sourcing companies, manufacturers, global firms and industry experts, Invest UP reiterated the Uttar Pradesh government’s commitment to building an investor-friendly textile ecosystem, even as industry representatives highlighted critical areas requiring improvement.

According to an official statement issued, stakeholders called for easier access to capital, stronger expansion incentives and customised financial support for MSMEs. Concerns were also raised regarding labour availability, tariff structures, power reliability, logistics gaps, cluster development and the need for pricing aligned with quality standards.

Responding to these issues, officials said Invest UP presented a detailed overview of the state’s fast-growing textile landscape, showcasing improved infrastructure, a large industrial land bank, and emerging manufacturing clusters. Opportunities were highlighted across PM MITRA Park, private and integrated parks, Integrated Manufacturing and Logistics Clusters (IMLCs), technical textiles, man-made fibres and ready-made garments.

Officials also outlined key policy frameworks, including the Investment Promotion Policy 2023, IIEPP Policy 2022 and more than 30 sector-specific policies covering textiles, MSMEs, footwear and FDI. Incentives such as land and capital subsidies, SGST reimbursement, stamp duty waiver, electricity duty exemption, logistics subsidies, patent refunds and green and skill-linked incentives were detailed for prospective investors.

Joining the meeting virtually, Amit Singh, Secretary to the Chief Minister, said Uttar Pradesh is steadily positioning itself as a global textile contender, urging companies to evolve from suppliers to global creators.

Addressing participants online, Vijay Kiran Anand, CEO of Invest UP, reaffirmed the agency’s role as a facilitation partner for investors. “Invest UP is committed to acting as a bridge for industry. We welcome inputs to further strengthen the textile ecosystem and invite stakeholders to visit Lucknow for deeper engagement,” he said.

More than 45 leading sourcing and export firms participated in the consultation.
