NICDC, Ministry Of Textiles Engage Developers For PPP PM MITRA Parks

The National Industrial Corridor Development Corporation (NICDC), in association with the Ministry of Textiles, has conducted a stakeholder consultation with prospective master developers to explore partnerships under the PPP/DBFOT model for the development of PM Mega Integrated Textile Region and Apparel (PM MITRA) Parks. The meet was part of ongoing market-sounding efforts to ensure timely and market-aligned implementation of the initiative.
The consultation focused on three Greenfield PM MITRA Parks proposed under PPP mode—Lucknow in Uttar Pradesh (1,000 acres), Kalaburagi in Karnataka (1,000 acres), and Navsari in Gujarat (1,142 acres), all offering strong multi-modal and logistics connectivity.
Addressing stakeholders, Secretary (Textiles) Neelam Shami Rao encouraged active industry participation, while Rohit Kansal, Additional Secretary, Ministry of Textiles, highlighted PM MITRA as a transformational initiative, noting that DPRs worth about Rs 5,567 crore have been finalised for the three states.
Rajat Kumar Saini, CEO & MD, NICDC, underlined the 5F vision anchoring PM MITRA Parks and pointed to strong investor interest of over Rs 20,054 crore, driven largely by the composite textile segment. He emphasised the focus on globally competitive, plug-and-play infrastructure and end-to-end value chain integration.
The consultation saw strong participation from domestic and international developers, with discussions on utilities planning, CETP/ZLD integration and modular development. Stakeholders expressed confidence in the PM MITRA framework, with feedback expected to further refine project structuring and support the successful rollout of the parks.
