Odisha HLCA Approves Rs 1.5 Lakh Cr Projects, Includes Textile Investment

Odisha’s 41st High-Level Clearance Authority (HLCA), chaired by Chief Minister Mohan Charan Majhi, has cleared eight major industrial projects worth Rs 1,51,239.50 crore, poised to generate over 60,200 jobs. Among the strategic sectors receiving investment, aluminium, chemicals, steel, and downstream metals, the textile sector also secured a notable boost.

As part of the approved proposals, Odisha will welcome a Rs 2,850 crore investment in a textile project, highlighting the state’s growing appeal as a textile manufacturing hub. This project, to be established in Khurda district, is expected to create 4,000 employment opportunities and contribute to the diversification of Odisha’s industrial base.

The approved projects span six districts: Dhenkanal, Ganjam, Jajpur, Keonjhar, Khurda, and Sambalpur—and include major investments such as:

  • Vedanta Ltd: Rs 1,28,000 crore for a 3 MTPA aluminium smelter and 4900 MW captive power plant in Dhenkanal (30,000 jobs).
  • SRF Ltd: Rs 10,000 crore for specialty chemicals and refrigerants in Ganjam (20,000 jobs).
  • Jindal India Steel Tech Ltd: Rs 3,600 crore for a 1.26 MTPA specialty steel facility in Dhenkanal (2,000 jobs).
  • Shyam Steel Manufacturing Ltd: Rs 2,490 crore for an integrated steel plant in Keonjhar (2,370 jobs).
  • Linde India Ltd: Rs 1,303.50 crore for an air separation unit in Jajpur (100 jobs).
  • Textile Project (Undisclosed Promoter): Rs 2,850 crore in Khurda (4,000 jobs).
