Odisha TEX 2025 Draws Rs 7808 Crore Investment, To Generate Over 53,000 Jobs

The inaugural Odisha Textile Summit (Odisha TEX 2025), organised by the state government, concluded with investment proposals worth Rs 7,808 crore, projected to generate over 53,300 jobs in the textile and apparel sector.
The summit witnessed 33 companies signing MoUs to set up manufacturing units in the state, including Sportking India Ltd, MCPI Pvt Ltd, KPR Mill Ltd, First Step Babywear, Creative Garments, Aditi Lifestyle, and Hindalco, among others.
This is in addition to the Rs 7,002 crore across 11 MoUs signed earlier at the Utkarsh Odisha: Make-in-Odisha Conclave 2025 held in January, where a total of 145 MoUs worth Rs 12.89 lakh crore were inked across 16 sectors.
Terming Odisha TEX 2025 a “grand success,” Chief Minister Mohan Charan Majhi said the state has set an ambitious goal of creating over one lakh jobs in the textiles and apparel sector by 2030, with new textile clusters planned in Balangir, Keonjhar, Sambalpur, Jagatsinghpur, Ganjam and Cuttack. He noted that Odisha’s Industrial Policy Resolution 2022 and Odisha Apparel and Technical Textiles Policy (OATTP) 2022 offer some of the most attractive incentive packages in the country.
To fast-track project execution, a dedicated task force under the Industries Department has been formed. Majhi also launched two new textile and footwear parks with plug-and-play infrastructure and inaugurated modern workers’ hostels at the summit.
Announcing enhanced employment cost subsidies under OATTP 2022, the CM said monthly support would increase from Rs 5,000 to Rs 6,000 for male workers and from Rs 6,000 to Rs 7,000 for female workers. He also urged citizens to wear Odisha handloom at least once a week to support local artisans and boost the rural economy.
Industries Minister Sampad Chandra Swain highlighted Odisha’s positioning as a China+1 sourcing hub, citing fast-track approvals, port connectivity, and a skilled workforce as key advantages. Handloom, Textiles and Handicrafts Minister Pradeep Bala Samant reiterated the state’s dual focus on attracting modern investments while nurturing Odisha’s rich handloom heritage.
The summit saw participation from over 160 companies, with senior government officials including Chief Secretary Manoj Ahuja and Development Commissioner Anu Garg in attendance.
CM Majhi also announced that Odisha TEX will now be held annually, showcasing the state’s evolving textile ecosystem.
