Textiles Ministry Launches District-Led Transformation Drive

The Ministry of Textiles launched the District-Led Textiles Transformation (DLTT) initiative at the National Textile Ministers Conference in Guwahati, aiming to drive inclusive, data-led growth across India’s textile ecosystem. The programme aims to develop 100 high-potential districts as global export champions, while enabling 100 aspirational districts to become self-reliant textile hubs.

Under the initiative, all districts were evaluated through a data-driven scoring framework based on export performance, MSME ecosystem maturity and workforce presence. The ministry has categorized districts into two segments Champion Districts and Aspirational Districts, to enable tailored interventions.

Champion Districts will focus on scaling sophistication through measures such as Mega CFC upgradation, Industry 4.0 integration and direct export market linkages. Aspirational Districts will concentrate on foundational development, including basic skilling and certification, creation of raw material banks and promotion of micro-enterprises through SHGs and cooperatives.

The initiative places special emphasis on “Purvodaya” convergence in the East and North-East, prioritizing tribal belt development, improved connectivity and GI tagging to position culturally significant handicrafts in premium global markets.

With coordinated efforts between government departments, industry and academic institutions, the ministry aims to strengthen textile clusters, replicate successful models and accelerate India’s positioning in global textile value chains.
