Nigeria Moves to Establish Cotton, Textile And Garment Development Board

The Federal Government of Nigeria has inaugurated a steering committee to develop the framework for establishing the Cotton, Textile and Garment Development Board (CTGDB), a move aimed at revitalising the country’s cotton, textile and garment sector and supporting broader economic growth.
The committee was inaugurated in Abuja by George Akume, who said the initiative aligns with the Renewed Hope Agenda of Bola Ahmed Tinubu, which prioritises economic diversification, job creation and industrial revitalisation.
According to the government, the cotton and textile sector once a major pillar of Nigeria’s economy has faced challenges in recent years, including declining production, inadequate infrastructure, policy inconsistencies, limited access to finance and competition from imported textiles.
The proposed board was discussed during the 149th National Economic Council meeting in April 2025 and is expected to serve as a central platform for coordinating policy, investment and incentives across the cotton, textile and garment value chain.
The steering committee, chaired by Abia Ifiok Bassey, includes representatives from industry bodies such as the Nigerian Textile Manufacturers Association, Fashion Designers Association of Nigeria and National Cotton Association of Nigeria.
The committee will review the National Economic Council’s recommendations, propose funding sources, suggest supportive policies and define the structure, functions and regulatory role of the proposed board before submitting a final report to the President.
Industry stakeholders welcomed the initiative, noting that the board could help strengthen coordination across the sector and support the revival of Nigeria’s cotton and textile industry.
