Cabinet Clears Rs 33,660 Crore ‘BHAVYA’ Scheme To Build 100 Industrial Parks

The Union Cabinet has approved the Bharat Audyogik Vikas Yojna (BHAVYA), a Rs 33,660 crore scheme aimed at developing 100 plug-and-play industrial parks across India to boost manufacturing and infrastructure.
The parks, to be developed in partnership with states and private players, will span 100–1,000 acres each and offer ready-to-use industrial infrastructure. The government will provide financial support of Rs 1 crore per acre for core infrastructure such as internal roads, utilities, drainage systems, and common facilities, along with ready-built factory sheds, testing labs, and warehousing.
The scheme also includes support for worker housing and will fund up to 25% of the cost for external infrastructure like connectivity.
A key feature of BHAVYA is the introduction of a single-window clearance system to speed up approvals and reduce bureaucratic delays. It will also promote cluster-based development, enabling manufacturers, suppliers and service providers to operate within integrated ecosystems.
The initiative builds on existing efforts under the National Industrial Corridor Development Programme and aligns with the government’s broader push to strengthen domestic manufacturing and reduce import dependence.
Complementing this, flagship programmes such as the Rs 1.97 lakh crore Production-Linked Incentive (PLI) scheme, along with recent Budget announcements including Rs 40,000 crore each for electronics manufacturing and Semiconductor Mission 2.0, aim to further enhance India’s industrial capabilities.
The government is focusing on key sectors such as semiconductors, electronics, biopharma, chemicals and textiles to boost supply chains and drive exports.
