Textile Renewal Alliance Unveils Brand And Website

Textile Renewal Alliance, a new 501(c)(3) organization formed to support producers in meeting their obligations under U.S. Extended Producer Responsibility (EPR) laws, has unveiled its brand identity and launched its official website: textilerenewalalliance.org.

The launch represents a major step in the organization’s effort to become the designated Producer Responsibility Organization (PRO) under California’s Responsible Textile Recovery Act of 2024 (SB 707). The law requires textile producers and importers to join and fund a PRO that will manage the end-of-life collection, repair, reuse and recycling of apparel and other textile products sold in the state.

In July, the California Retailers Association, the American Apparel & Footwear Association, and the National Retail Federation signed an MoU to form a prospective PRO and prepare an application for submission to CalRecycle. Applications must be submitted by January 1, 2026, with approval required by March 1, 2026.

In the lead-up, Textile Renewal Alliance has been working with producers and textile recovery stakeholders, providing educational resources and collecting input to guide planning for 2026 activities. This included a recent open consultation supporting a needs assessment of current textile recovery infrastructure in California. The needs assessment will guide programme design, funding requirements and operational priorities under the EPR programme.

The Alliance has also opened applications for a California Implementation Working Group, intended to represent diverse perspectives across the textile value chain. The group will advise the Board of Directors on programme design and ongoing improvement, should the Alliance be selected as the state’s PRO. Organizations involved in textile recovery, environmental or social justice work, or local government are encouraged to apply via the website.

Producers must register with the approved PRO by July 1, 2026. Textile Renewal Alliance is advising companies to begin reviewing their obligations under SB 707 and start gathering relevant product data. Producers and stakeholders can subscribe to monthly updates and register for upcoming webinars on the Alliance’s website.

Industry Leader Statements
Rachel Michelin, President of the California Retailers Association, said, “We are honoured to support the implementation of the nation’s first textile EPR programme. We encourage organizations involved in textile recovery in California to join the Working Group and build a strong foundation for success.”

Stephanie Martz, Chief Administrative Officer and General Counsel, National Retail Federation, noted:
“We are working to strengthen textile recovery infrastructure in California. Through Textile Renewal Alliance, we aim to support a producer-led system where textiles are reused and recycled responsibly.”

Steve Lamar, President & CEO of the American Apparel & Footwear Association, added:
“This marks a key milestone toward establishing a PRO that supports textile circularity. The Alliance is already proving itself as a resource for producer compliance, and we look forward to continued collaboration.”
