DCTI Calls For Whole-of-Value-Chain Approach To Strengthen Textile Sector

The Development Council for Textile Industry (DCTI), at its first meeting, has called for a coordinated, whole-of-value-chain approach to strengthen India’s textile sector, with a focus on production, innovation, competitiveness and global market access.

The meeting, held on Tuesday, brought together senior government officials, industry representatives and other stakeholders to deliberate on the Council’s mandate of advising the government on the orderly growth and development of the textile industry.

Addressing the Council, the Chairperson highlighted the importance of the textiles and apparel sector as a major source of employment and export earnings for India. The Council emphasised the need to address gaps across the entire value chain, from fibre and yarn to fabric, processing and apparel.

The discussions focused on capacity expansion, modernisation, economies of scale and cost competitiveness across the sector. Particular attention was given to strengthening industry-research linkages, promoting innovation in new-age fibres and technical textiles, and accelerating the commercialisation of research and development through Research Associations and other institutions.

The Council also discussed the need to diversify India’s textile products and export markets by leveraging trade agreements and addressing quality, compliance and logistics-related challenges faced by exporters.

Ensuring stable and competitively priced availability of key raw materials, including cotton, man-made fibres, yarn, dyes and chemicals, was another key area of discussion. The Council stressed the importance of market intelligence in supporting industry decision-making and improving competitiveness.

Other priorities included improving ease of doing business, strengthening support for MSMEs, developing industry skills and promoting the adoption of sustainable and circular practices across the textile value chain.

The meeting was attended by senior officials of the Ministry of Textiles, representatives of industry associations, export promotion councils, Research Associations, state governments and sector experts.

The DCTI, positioned as an apex consultative platform bringing together the government, industry and other stakeholders, agreed to constitute working groups and sub-committees on priority areas. These groups will examine specific issues and support implementation, with the Council scheduled to meet at regular intervals to review progress.
