DGTR Launches Anti-Dumping Probe On Nylon Yarn Imports
India’s Directorate General of Trade Remedies (DGTR) has initiated an anti-dumping investigation into the import of nylon filament yarn from China and Vietnam, according to the Trade Remedies Authority of Vietnam.
The investigation targets nylon filament yarn under the following Harmonized System (HS) codes: 54021910, 54021990, 54023100, 54023200, 54024500, 54025100, 54026100, and 54021920.
The complainants in the case include three Indian companies: Century Enka Pvt Ltd, Gujarat Polyfilms Pvt Ltd, and Oriilon India Pvt Ltd.
The investigation will examine the period of dumping from April 1, 2023, to June 30, 2024, spanning 15 months. The injury investigation will cover multiple periods: from April 1, 2020 to March 31, 2021; from April 1, 2021 to March 31, 2022; from April 1, 2022 to March 31, 2023; and the period of the ongoing investigation.
The Trade Remedies Authority of Vietnam has noted that the complainants have not proposed specific product classification codes (PCN) for price comparison purposes. As a result, the DGTR has called on stakeholders to submit their proposals and comments regarding the product scope and classification codes within 15 days from the investigation’s initiation, with the deadline set for January 9, 2025.
Comments should be submitted to the DGTR via the following email addresses: adg16-dgtr@gov.in, adv11-dgtr@gov.in, jd11-dgtr@gov.in, and dd19-dgtr@gov.in. Submissions must be made within 30 days from the date the public complaint is sent to the relevant companies or diplomatic representatives of the exporting countries, China and Vietnam.
In the absence of a response by the deadline, the DGTR will proceed with the available information to make a determination on the case.
The Trade Remedies Authority has urged Vietnamese associations and businesses involved in the production and export of the investigated nylon filament yarn to carefully review the initiation notice.
